- Site BK3 - Case Ref: 18/01502/OP - Further Consultation on 3 updated supplementary documents. Barkway Parish Council continues to strongly object to this application and encourages residents to, once again, submit their comments to North Herts -Comments must be submitted by 7th August 2022 - so please act fast! Please note that previous comments submitted will still be taken into consideration by North Herts Council. This consultation is inviting comments on the updated documents only. Please see below some valid points that can be used should you wish to submit an objection to this outline application:
Outline Application : Outline application with all matters reserved other than strategic point of access onto Royston Road and Cambridge Road for the erection of up to 140 dwellings and a new shop with associated public open space, landscaping and drainage.
Land between Royston Road and Cambridge Road, Barkway, Hertfordshire. Case Ref: 18/01502/OP The Case ref: 18/01502/OP must be quoted on all responses. The three updated supplementary documents are: Planning Statement Addendum, Extended Phase 1 Habitat Survey and Arboricultural Impact Assessment. Points that you can use in response to this consultation should you wish to object: - There is nothing in the recently submitted documents (see above) that helps to support the applicant’s claim that their application is sustainable. This renders the application contrary to the National Planning Policy Framework (NPPF) (para's 8,9)
- The impact on climate change and infrastructure is not addressed. The vital issue of failing sewerage infrastructure and how the the discharge of excessive untreated sewerage from the Barkway Water Treatment Plant into the protected River Quin will worsen is completely absent, with no solution offered NPPF (para's 14-21, 35)
- The impact on archaeology is unknown and the impact on the public right of way is unacceptable in accordance with best practice and the NPPF (para's 22,23,29,30)
- The description of development for this planning application seeks to establish the principle of not only a quantum of development (and mixture of housing) but also the provision of a village store without the necessary evidence or infrastructure to support new homes or the need for a shop, NPPF (para's 12,24-26)
- Despite the attempts at Masterplanning, the location of the public open space predominantly on the edges of the development seeks to hide the development rather than providing usable space for residents NPPF (para's 27,28)
- The Arboriculture and Ecology reports show the inadequacies of the development to improve biodiversity NPPF (para's 31-34)
- The application should NOT be decided until the future of the emerging Local Plan is clearly set out, unless the decision is for the application to be refused For more information on these points please consult the following document and particularly the paragraphs suggested at the end of each point.
